Job Description
This position is in the Office of Policy and Program Development (OPPD), Policy Development Staff (PDS). PDS is responsible for recommending and developing all domestic, import, and export policy for FSIS, maintaining askFSIS and providing customer service to internal and external stakeholders, and developing and evaluating inspection programs and methods.
**Qualifications:**
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your non-award SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.) MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying. One year of specialized experience (equivalent to GS-13) is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. A GS-14 Senior Regulatory Policy Specialist requires at least one-year of specialized experience equivalent to the GS-13 level. Your experience must include the following: Professional knowledge of biological scientific concepts, principles, methodology, and practices, with familiarity in related disciplines such as food safety, chemistry, and microbiology. Experience providing key leadership and program direction as a scientific professional in developing regulatory policy for new and existing meat, poultry, and egg inspection regulations. Demonstrated customer service skills when interacting with Agency personnel, regulated industry, or the public. Ability to apply sound reasoning to support decisions based on policy. Attention to detail to ensure policy development and information accuracy aligns with the Agency's food safety, public health, and consumer protection goals within a HACCP environment. Specialized experience must be thoroughly outlined and supported in your résumé. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
