The primary purpose of this position is: To serve as Pacific Air Forces (PACAF) Office of the InspectorGeneral (IG) subject matter expert on the Complaints Resolution Program (CRP) as outlined in AFI 90-301.
**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices, statues, Executive Orders, court decisions, and issues related to the Inspector General Complaints Resolution Program; investigations; Fraud, Waste and Abuse complaints; Congressional inquiries; DoD Hotline complaints; Freedom of Information Acts; and Privacy Act. Expert knowledge of investigative techniques and relevant legal framework; skill to apply knowledge and advise installation-level IGs in a variety of difficult and sensitive investigations of complaints and inquiries; skill to interpret laws or regulations and develop guidelines in areas where methods and principles are questioned or challenged; and skill in negotiating and resolving unprecedented, broad, difficult, or complex problems in a wide range of programs and subjects. Extensive knowledge of DoD, Air Force, MAJCOM, and Wing organizational structure, operations, and polices, and mission responsibilities of their many diverse organizational entities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of Air Force organization, functions, authorities, and lines of command. Experience must cut across the entire spectrum of Air Force organization, programs, procedures, operations, and management. Comprehensive knowledge of Department of Defense (DoD), Air Force, and Pacific Air Forces Inspector General, administrative and investigative concepts, policies, procedures, techniques, practices, rules of evidence, and Fraud, Waste, and Abuse. MAJCOM subject matter expert for the Air Force Inspection System and functional requirements to conduct continual evaluation of installation-level Complaint Resolution Programs. Ability to process Inspector General complaints; independently analyze complex cases to identify relevant issues or challenges; ability to discern and evaluate credibility of evidence; interpret legal and regulatory guidelines; synthesize facts; resolve conflicting testimonies and physical evidence; draw sound investigative conclusions; and make appropriate recommendations to lower and higher-level Inspectors General. Ability to work independently and as a member of a team; lead, advise, plan, organize, and manage work to meet MAJCOM organizational objectives. Ability to meet and successfully engage, brief, and communicate both orally and in writing, with military and civilian officials at all levels of the Department of Defense. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
