This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for for WG-6600 - Armament Work Family. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6600 - Armament Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead or supervise as an Ordnance Equipment Mechanic Supervisor. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety and security requirements as outlined in safety standards, regulations, technical orders, practices, and procedures. Extensive knowledge of Air Force TO Form documentation requirements. Knowledge of and ability to implement sound personnel management policies, practices, and procedures, including sexual harassment and equal employment opportunity. 2. Knowledge and practical application of MIS (e.g. CAS, TMRS, MC2K, CAMS) programs. Knowledge of aircraft flying hours and maintenance and munitions planning cycles, documentation, and communication necessary to execute plans. 3. Comprehensive knowledge of assigned weapon systems including airframes, munitions systems, and the Interrelationships among systems and munitions power plants, needed to make various operational checks and verify established performance limits. 4. Ability to read and interpret instructions, specifications, blueprints, and technical orders, and to evaluate compliance, adequacy of repair actions, and proper installation of parts and modifications.Ability to plan, organize, and direct the functions and mentor, motivate, and appraise a highly diverse staff and workforce through subordinate supervisors including the ability to manage resources to effect flying and maintenance programs. 5. Ability to assign work priorities to accomplish scheduled and unscheduled maintenance activities to include the ability to communicate both orally and in writing. Ability to execute disaster control and emergency war order/contingency plans. Ability to communicate effectively, both orally and in writing. 6. Skill in directing munitions generation/evacuation processes. Skill in determining munitions condition and advising supervision of workload changes. Skill in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. May be required to fly in commercial and military munitions to perform temporary/permanent duty assignments. 4. Position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has entitlements to that position. During the obligation period, the manager has the option of filling the position on a temporary or permanent basis. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time. 5. Performs other duties as assigned. FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing are 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week. Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of cranes, trucks, tractors, or motor vehicles may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (with or without aid). ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
