This position is located in the Headquarter (HQ) Defense Commissary Agency (DeCA), Resource Management Directorate Division. The incumbent directly supervises a moderate sized staff of analysts engaged in management engineering workforce/workload modeling, competitive sourcing (In-Sourcing/A-76 policy), costing of FTEs. requirements determination.
**Qualifications:**
To qualify for Supervisory Resources Analyst your resume and supporting documentation must support: A. Creditable specialized experience includes: GS-14 Leading the development and governance of agency-wide manpower policies, methodologies, and standards, ensuring alignment with legislative and regulatory requirements. Directing enterprise manpower determination processes, leveraging advanced workforce modeling tools and analytical frameworks to allocate resources across organizational elements. Providing authoritative expertise and strategic guidance to senior DoD officials and external agencies on management engineering, workforce modeling, and competitive sourcing initiatives. Representing an agency at high-level engagements, delivering briefings, defending policy positions, and shaping strategic decisions impacting manpower programs. Overseeing workforce management functions by validating position documentation, establishing performance expectations, and evaluating subordinate leadership staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs(e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual,community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Time after competitive appointment.
