The primary purpose of this position is to provide program management of one or more Environmental Protection Agency (EPA) regions and/or DoD Regional Office for regular Air Force (AF), Air National Guard (ANG), and Air Force Reserve (AFRES) environmental programs within the United States.

**Qualifications:**
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.. Basic Requirements for 0401, Biological Scientist Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major biological sciences, agriculture, natural resource management, chemistry, or related disciplines, plus appropriate experience or additional education. Basic Requirement for 0801/0819, General/Environmental Engineer Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Basic Requirement for 1301, Physical Scientist Positions (You must provide a copy of your transcripts): A Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience - education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes: experience in managing environmental programs and policy; experience analyzing federal, regional, and state environmental regulations to determine their impact on organizational operations while serving as a liaison with regulatory agencies; representing organizational interests, developing compliance strategies, and resolving complex issues like enforcement actions; experience advising senior leadership and major commands on regulatory trends, program requirements, and mission encroachment concerns, as well as developing and presenting reports, briefings, and strategic recommendations to ensure effective participation in regional and state environmental initiatives. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of advanced engineering or scientific theories, principles, concepts, standards, and methods to resolve unique or novel environmental problems, conditions or issues in order to provide expert advice to leadership and/or agency officials. 2. Knowledge of current U.S. environmental laws and regulations, DoD, and AF instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs. 3. Knowledge of Air Force programming, budget, and funding processes and ability to forecast, develop, and evaluate resource requirements pertaining to environmental programs. 4. Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management. 5. Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations and orders. 6. Ability to effectively communicate via a formal briefing or in a public speaking forum and to develop concise written technical information appropriate for any specific audience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
