LEAD CONTRACT SPECIALIST

You will serve as a Lead Contract Specilaist in the Contracting Office 400 of NORFOLK NAVAL SHIPYARD.

**Qualifications:**
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting with planning development, implementation, and administration of all contractual actions required to support major multi-million-dollar programs. Experience developing pre-negotiation strategy and overseeing or conducting pre-award negotiations and in directing or performing post-award negotiations involving contract changes or modifications. Experience reviewing and preparing all documentation involved in executing all phases of the acquisition process, such as procurement request documentation, market research documentation, justifications for exception to completion requirements, determinations and finding documents, and price negotiation memoranda/business clearance memoranda. Experience evaluating price or cost data for pre-award and post award activities involving complex contractual pricing arrangements and incentives. Experience applying contract administration/termination procedures to monitor a group of contracts Experience solving complex problems to include research, interpretation, and consultation in order to make decisions responsive to contract situations and requirements.
