Job Description

This position is part of the EDF Office of Energy Dominance Financing, Department of Energy. As a Senior Advisor, Congressional Affairs, you will be responsible for all Office of Energy Dominance Financing (EDF) interactions with Congress, federal, state, and local elected officials, and other government agencies, including correspondence and oversight.

**Qualifications:**
BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: - Leading strategic legislative or governmental affairs initiatives for a large, complex organization, including developing comprehensive engagement plans, managing critical stakeholder relationships, and influencing policy outcomes at a high level. This involves interacting and communicating with Congressional stakeholders. - Leading a team of professionals responsible for legislative analysis, policy advocacy, or intergovernmental relations, which includes assigning work, setting performance standards, evaluating effectiveness, and guiding staff development to meet organizational objectives. This experience demonstrates management of personnel and strategic function. - Developing and presenting high-level informational and advocacy materials (e.g., policy briefs, testimony, white papers) for senior leadership or external decision-makers, specifically involving the synthesis of complex information and the clear articulation of organizational positions to achieve strategic goals. This highlights advanced communication and strategic influence. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
