This position is located in the Office of Personnel Management (OPM), Human Resources Solutions (HRS), Federal Staffing Center (FSC), USA Hire Group, Product Development Branch. The Management and Program Analyst directs all USA Hire product development and maintenance activities and expands USA Hire capabilities in alignment with the HR lifecycle. **Qualifications:**
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement- this information must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". For the GS14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties (ensure ALL are demonstrated through experience on your resume): Applying analytical and evaluative methods to assess product development activities; Performing strategic communications, business development, marketing, and/or outreach to multiple offices; Applying a wide range of laws, regulations, policies, and precedents applicable to product development program operations; AND Defining IT capabilities and characteristics to provide a variety of stakeholders with expert advice, assistance, and direction on automated delivery systems. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
