Job Description

This position is located in the Office of the Inspector General, Management Services, Office of Administrative Operations. The incumbent leads and coordinates the formulation and implementation of OIG policies, programs, methods, procedures, and instructions for administrative management support functions, in the areas of procurement, acquisitions, space management, property and facilities management, mail management, credentials, telecommunications, and Continuity of Operations (COOP).

**Qualifications:**
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in planning and coordinating the business functions of an office to include resource management, space allocation and planning. Experience in strategic assessment and planning to ensure efficiency of operation and consistency within the office. Experience working with stakeholders to assess their needs, offering solutions that will meet or exceed their expectations and providing quality products and services in a timely manner. Experience in planning and administrating the travel card program, purchase card program, and providing oversight of contracts and negotiated agreements. In Addition, applicants experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge and skill to interpret governing regulations and laws, in managing OIG's facilities and space and resolving business/facility disruptions. Knowledge, skill, and ability to management OIG's records management program in coordination with components, National Archives Records Administration, and the Department of Education. Knowledge of a wide range of administrative and managerial techniques to provide leadership in OIG property management. Skill in applying, laws and regulations for OIG's contracting and procurement program. Skill in supervising and guiding a multi-graded analytical workforce. Skill in oral and written communications.
